How to know if you are affected
Customers using ServiceControl Monitoring with SQL Transport are affected but might not see the symptoms if queues are always kept small (under 10000 messages).
Symptoms
Queue length diagrams in ServicePulse indicate 0 instead of actual queue size. ServiceControl Monitoring instance queue size queries time-out resulting in logs entries similar to:

System.Data.SqlClient.SqlException (0x80131904): Execution Timeout Expired. The timeout period elapsed prior to completion of the operation or the server is not responding. —>
